The payments module wraps the Stripe gateway. The subscriptions module sits on top of it, providing the catalog of services Tier-2 clients can subscribe to.

Why these two modules matter architecturally

payments and subscriptions are not ordinary feature addons — they're the mechanism by which Tier-2 (external client) tenants consume Tier-1-hosted services. See Two-tier tenancy.
