Check whether the system has been initialized

GET 
/v1/setup/status

Returns the authoritative setup phase (admin_required | tenant_required | complete), the derived setupCompleted (phase == complete, kept for backward compatibility), and smtpConfigured (notification module has real SMTP credentials). A failure to read the authoritative phase answers 503 with Retry-After rather than an inferred phase. Used by the frontend SetupGate to decide whether to route to the onboarding wizard.
