Read the per-tier tenant-creation policy (platform admin)

GET 
/v1/admin/tenants/provisioning-policy

Returns the active provisioning mode for each tier (internal: manual | single, fail-closed; external: open | manual) plus the current provisioning-slot count per tier. The mode itself is edited at /admin/modules/tenant; this endpoint backs the read-only policy card on the tenant management pages.
